The engagement is announced between Russell, only son of the late Mr Thomas Welch and of Mrs Hilary Jones, of Frodsham, Cheshire, and Anna, only daughter of Mr and Mrs David Hughes, of Hendwr, Llandrillo, Denbighshire.
